Mr. Waters’ appreciation for private property was ingrained at a young age. Born and raised in West Texas, the son of ranchers, he saw how important people’s land was to their survival. Leaving the family ranch after high school graduation, he served his country in the National Guard while attending college. He earned both his Juris Doctorate and Bachelors of Law degrees from Texas Southern University.

In 1966, Mr. Waters moved to Nevada where he worked for the Legislative Counsel Bureau and the Nevada Attorney General. He then served in the Las Vegas City Attorney’s office where he successfully stopped several utility companies’ demands for excessive rate increases during the early 1970’s until he went into private practice and devoted his career to defending landowners in government takings.
